Camera tool
Pan the scene's camera on canvas, with an axis-constrained gizmo, in Animate mode.
The camera is a single layer that always exists in the scene. Selecting the Camera tool (C) shows its gizmo, a red arrow along X and a green arrow along Y from the camera's anchor, and lets you drag it directly on the canvas.
Move, zoom and roll
The Camera tool only moves the camera. It does not zoom or roll it. Drag anywhere near the origin, inside a small dead zone, to pan freely; drag closer to one of the two arrows and the movement locks to that axis, which lights up and thickens while you drag it.
Zoom (the camera's Zoom property, 0.1 to 10) and Rotation, which rolls the camera, are set from the Properties panel, not with this tool. Depth, moving the camera toward or away from the scene, lives in the 3D viewport as the camera's Position Z; it is deliberately not editable from this gizmo.

With no built-in camera in the scene, which should not normally happen, the options bar shows only the tool's icon.
Camera View
View ▸ Camera View frames the shot the camera actually sees, darkening everything outside it with a gold border around the frame. Panning and zooming the canvas view is disabled while Camera View is on, since you are looking through the camera rather than around the canvas.
